Description of Changes Since the Healthy People 2020 Launch

The original baseline was revised from 15.2% to 5.6% due to a change in the baseline year from 2008 to 2010. The target was adjusted from 13.7% to 3.6% to reflect the revised baseline using a new target-setting method of 2 percentage point improvement.
